You can delete an RGM, as long as it has not had any confirmation done against it, by going to:

6. Inventory > 2. Returned Goods > 4. Process Returns > 1. Create Returns Memo (RGM) > 3. Delete Retruned Goods Memo

Key in the RGM#

When the system asks "Is this this right record?" Press 'Y' and enter.

This will delete the RGM in question
